Major upgrade

I completely rewrote the entire site to utilize a different user system. This will allow easier administration and the addition of some new features. Most of these new features will be seen later, but the system is now in place. Since this was such a major upgrade I am sure there are some bugs. Please report the bugs you notice to the "Site Bugs" topic.
